上海,12月20日 – 2024全球文化IP产业发展大会在上海国际旅游度假区开幕。世界知识产权组织中国办事处主任刘华出席活动并发表主旨演讲。
Shanghai, December 20 – The 2024 Global Cultural IP Industry Development Conference opened at the Shanghai International Resorts. Ms. Liu Hua, Director of the World Intellectual Property Organization (WIPO) Office in China (WOC), attended the opening ceremony and delivered a keynote speech.

刘华表示,随着数字技术的飞速发展,中国的传统文化正迎来全新的表现形式。
Ms. Liu noted that the rapid development of digital technologies is bringing new forms of expression to traditional Chinese culture.
例如,《黑神话:悟空》通过现代化的游戏技术和艺术手法,将古老的西游故事重新演绎,赋予了新的生命力和时代感,在全球掀起中国传统文化热潮,销量已达2270万份,总收入超过11亿美元。
For example, Black Myth: Wukong has revitalized the classic Journey to the West story using modern gaming technology and artistic techniques, infusing it with fresh vitality and contemporary appeal. The game has sparked global interest, with 22.7 million sales and 1.1 billion US dollars in revenue.
科幻小说《三体》在实体书之外,通过有声书、漫画、广播剧、动画和影视剧等多元媒介拓展影响力,与《三体》合作的品牌超过数百个,产生的体验和消费品市场价值超过20亿元人民币。在世界范围内,《三体》已出版35个语种,居中国当代小说海外销量榜首,获得世界科幻文坛最高荣誉“雨果奖”。
Likewise, the science fiction novel The Three-Body Problem has expanded its influence through diverse formats, including audiobooks, comics, animations and live-action adaptations. With hundreds of brand collaborations, it has created a market for immersive experiences and consumer products valued at over 2 billion Chinese yuan. Globally, The Three-Body Problem has been translated into 35 languages, ranking as the top-selling contemporary Chinese novel overseas and winning the Hugo Award for Best Novel.
李子柒凭一双巧手,通过“慢节奏”视频,用现代方式记录缫丝、刺绣、植物拓染、漆艺等技艺,传播中国传统文化。她在海外视频网站的关注者高达2180万,视频累计观看量超过32.7亿次。
Li Ziqi, a social media influencer, brings traditional Chinese craftsmanship to life through her “slow living” videos, demonstrating techniques such as silk reeling, embroidery and lacquer art. With 21.8 million followers and over 3.27 billion views on global video platforms, her work showcases the power of digital media in promoting Chinese cultural heritage.
湖南省博物馆通过人工智能技术,以马王堆汉墓出土的辛追为原型,建构“辛追夫人”3D数字人形象,全方位还原辛追的容貌和历史故事,以及马王堆汉墓出土文物所承载的西汉文化、历史、社会风俗。目前,湖南省博物馆年均参观游客达400余万人次,成为游客数量最多的全球前20大博物馆之一。
Similarly, the Hunan Museum has leveraged artificial intelligence (AI) to create a 3D digital avatar of Lady Xin Zhui, offering an immersive exploration of the culture, history and tradition of Han Dynasty. Each year, the Hunan Museum attracts over 4 million visitors, ranking among the world’s top 20 most-visited museums.
马栏山视频文创产业园通过“文化+科技”和“文化+产业”融合,聚集了6.1万多名文化创意和技术研发人才,以及124家音视频及文创相关规模以上企业,形成了涵盖创意、内容制作、储存、播发、交易等各环节的完整数字文化产业链。
The Malanshan Video Cultural and Creative Industrial Park is another example of digital innovation in cultural industries, integrating “culture + technology” and “culture + industry” to develop a comprehensive digital cultural industry chain covering creativity, content production, storage, broadcasting and trading, with over 61,000 creative and technical talents and 124 large-scale cultural and creative enterprises.
这些案例不仅体现了中国文化的深厚底蕴,也展现了中国文化通过数字技术实现国际传播的无限可能。
These examples not only reflect the richness of Chinese culture but also demonstrate its potential for global dissemination through digital innovation.
产权组织2024年《全球创新指数》显示,中国在“创意产品出口占贸易总额之比”这一指标上连续12年排名第一,展示了中国文化创意产业的国际影响力。在国内,文化产业和数字经济的表现同样突出,成为经济发展的重要引擎。2022年,中国版权产业增加值达8.97万亿元人民币,占国内生产总值的7.41%。2023年,中国数字经济规模持续壮大,达到53.9万亿元,占国内生产总值的比重提升至42.8%。
According to WIPO’s Global Innovation Index 2024, China ranked first for 12 consecutive years in the proportion of creative goods exports to total trade, showcasing the international influence of Chinese cultural and creative industries. Domestically, the cultural industry and the digital economy have become key drivers of economic growth. In 2022, the added-value of China’s copyright industry amounted 8.97 trillion Chinese yuan, accounting for 7.41% of GDP, while the digital economy expanded to 53.9 trillion Chinese yuan in 2023, accounting for 42.8% of GDP.
文化产业的发展离不开创新和创造。知识产权通过保护创新主体对其创新成果的权利,促进创新成果的推广运用,为文化创新创造提供强大动力。
Innovation and creativity are essential drivers of growth in the cultural industry. IP, by safeguarding the rights holders and facilitating the translation of ideas into tangible assets, fosters development of the cultural industry.
刘华介绍,产权组织通过四方面工作助力文化产业运用知识产权促进创新和发展。
Ms. Liu outlined four key areas where WIPO supports the cultural industry in leveraging IP to drive innovation and development.
01
讲好知识产权故事
产权组织通过“世界知识产权日”和“产权组织全球奖”两大项目,讲述世界各地创新创造者利用知识产权产生积极影响的故事。近几年“世界知识产权日”青年视频竞赛中,每年都有中国青年提交的视频获奖或入围决选;“产权组织全球奖”已有五家中国中小企业获奖者。2025年,“世界知识产权日”将关注知识产权与音乐,“产权组织全球奖”将于1月15日启动,还将为最佳女性和青年企业家设立特别提名。
First, explaining the potential of IP through the World IP Day campaign and the WIPO Global Awards program. In recent years, Chinese youth have excelled in the World IP Day Youth Video Competition, with submissions frequently winning or being shortlisted; Five Chinese SMEs have received WIPO Global Awards. In 2025, the World IP Day will focus on the theme of “IP and Music,” and the WIPO Global Awards will launch on January 15 and introduce special nominations for outstanding women and young entrepreneurs.

加强伙伴关系
在“数字时代”和“深层科学”创新浪潮背景下,人工智能等前沿技术一方面为文化产业提供了前所未有的创新手段,另一方面,也为现有的知识产权制度带来了新的挑战。自2019年起,产权组织举办了十届“知识产权与前沿技术对话会”,聚焦人工智能、大数据、元宇宙和最新的生成式人工智能技术对知识产权制度带来的挑战,共有来自170多个国家的一万多名政府、学术界和产业界代表参会。
Second, enhancing partnerships. In the context of “Digital Age” and “Deep Science” innovation waves, frontier technologies such as AI are revolutionizing the cultural industry while presenting new challenges to existing IP frameworks. To address these developments, WIPO has organized ten editions of Conversations on IP and Frontier Technologies since 2019, focusing on AI, big data, the metaverse and generative AI. These editions have attracted over 10,000 participants from government, academia and industry across more than 170 countries.

在知识产权国际注册体系之外,产权组织还提供解决包括版权合同纠纷和侵权纠纷在内的知识产权争议的仲裁和调解服务,并专门发布了《关于解决与数字版权和数字内容有关的企业对企业争议的替代性争议解决机制调查的主要结果》。
Third, providing high-quality services. Beyond the international IP registration systems, WIPO offers arbitration and mediation services to resolve IP disputes, including copyright contractual and infringement disputes. WIPO also released a report summarizing key findings on alternative dispute resolution mechanisms for business-to-business digital copyright and content-related disputes.

将知识产权打造为政策工具
产权组织与版权相关的合作平台包括为创作者提供支持的WIPO for Creators以及CLIP权利意识平台,为版权集体管理组织管理海量作品数据提供软件系统的WIPO Connect,汇总版权侵权网站信息的WIPO ALERT数据库等等。针对中小企业和个人创作者,产权组织推出了免费的IP Diagnostics知识产权诊断工具,只需要根据自身情况完成不同主题的问卷,便可一站式获得定制化的知识产权保护、管理和商业化方案。
Fourth, positioning IP as a powerful policy tool for growth and development. In the area of copyright, WIPO provides various public-private partnerships such as WIPO for Creators and CLIP which support creators through awareness raising, WIPO Connect which provides copyright collective management organizations to handle vast amounts of data, and WIPO ALERT which is a database consolidating information on copyright-infringing websites. For SMEs and individual creators, WIPO has launched the free IP Diagnostics tool, which provides tailored solutions for IP protection, management and commercialization through a single platform by completing questionnaires on various IP topics based on the user’s specific circumstances.

The 2024 Global Cultural IP Industry Development Conference
2024全球文化IP产业发展大会以“‘IP的力量’——文化IP产业创新发展”为主题,聚焦知识产权与文化产业的发展。中宣部版权管理局副局长汤兆志出席开幕式并致辞,新浪、哔哩哔哩、阅文、米哈游等文创企业参会并设展台。
The 2024 Global Cultural IP Industry Development Conference, themed “The Power of IP: Innovation and Development in the Cultural IP Industry,” focused on the development of IP and the cultural industry. Mr. Tang Zhaozhi, Deputy Director General of the Copyright Department of the Publicity Department of the CPC Central Committee attended the opening ceremony and delivered a speech. Cultural and creative enterprises such as Sina, Bilibili, Yuewen and miHoYo participated in the event and set up exhibition booths.
