WIPO China: Frontier Technology China’s Practice

2024年2月23日，北京 – 从2022年ChatGPT横空出世，到前不久视频模型Sora正式发布，以生成式人工智能为代表的前沿科技迅猛发展，为世界带来新的变革。中国企业在前沿科技方面的表现如何？世界知识产权组织中国办事处在京举行“前沿科技中国实践故事会”，邀请来自政府部门、行业协会、科技企业的50多名代表，分享前沿科技故事，探讨知识产权助力创新驱动发展。
On February 23, 2024, in Beijing, a significant gathering was hosted by the World Intellectual Property Organization’s Office in China to spotlight the advancements of Chinese companies in cutting-edge technology. This event, titled “Frontier Technology China’s Practice,” brought together over 50 luminaries from government, industry associations, and tech firms. Amid the backdrop of generative AI, marked by the emergence of ChatGPT and Sora, the meeting served as a platform for sharing best practices and stories and discussing the pivotal role of intellectual property in fostering innovation-driven growth.

世界知识产权组织中国办事处主任刘华表示，当前世界正在经历百年未有之大变局。产权组织在2022年就指出了当今世界的两大创新浪潮，一是以建立在超级计算、人工智能和自动化基础上的数字时代创新浪潮；二是建立在生物技术、纳米技术、新材料和其他科学突破基础上的深层科学创新浪潮。这两大创新浪潮正迅速发展并相互交织，正在深刻改变人类的生产、生活和娱乐方式。
Ms. Liu Hua, Director of the WIPO Office in China, expressed that the world is undergoing profound changes unseen in a century. In 2022, WIPO sketched out two major innovation waves in the world today: the Digital Age innovation wave built on supercomputing, artificial intelligence (AI) and automation, and the Deep Science innovation wave built on breakthroughs in biotechnologies, nanotechnologies, new materials and other sciences. These two innovation waves will intertwine, profoundly changing the way we work, live and play.
刘华指出全球有三大创新趋势值得关注。第一个趋势是创新中心东移（Eastward）。亚洲地区的知识产权申请量占到了全球总量的70%，10年前是60%，20年前是50%。在全球十大顶级科技集群当中，东亚独占6席，前五大全部来自于东亚，第一是东京-横滨，第二是深圳-香港-广州，第三是首尔，第四是北京，第五是上海-苏州。
Liu Hua pointed out three major global innovation trends to watch. The first trend is the eastward shift of innovation centers. The Asia region accounts for 70% of the global total of IP applications, compared to 60% ten years ago and 50% twenty years ago. Among the top ten S&T clusters, East Asia occupies six seats, with the top five all coming from East Asia, including Tokyo-Yokohama, Shenzhen-Hong Kong-Guangzhou, Seoul, Beijing, and Shanghai-Suzhou.
第二个趋势是交流促进创新（Exchange）。企业的很多创新创造并不是独立完成的，而是与其他公司相互交流合作的成果。在创新创造的过程中，要继续秉持一个多边开放、开源合作的态度。
The second trend is exchange-promoting innovation. Many innovations and creations by enterprises are not achieved independently but are results of mutual exchange and collaboration with other companies. In the process of innovation and creation, it is important to continue embracing a multilateral, open and collaborative attitude.
第三个趋势是企业驱动创新（Enterprise-driven）。现在的创新很大程度上都是企业在带动。比如东京-横滨科技集群，有三菱电机、索尼等企业，在北京，有京东方、百度、小米等企业，在深圳-香港-广州科技集群，有华为、OPPO、中兴通讯等企业。
The third trend is enterprise-driven innovation. Much of the current innovation is largely driven by enterprises. For example, in the Tokyo-Yokohama cluster, there are companies like Mitsubishi Electric and Sony; in Beijing, there are BOE, Baidu, Xiaomi, etc.; and in the Shenzhen-Hong Kong-Guangzhou cluster, there are Huawei, OPPO, ZTE, and others.
刘华表示，面对创新的浪潮和趋势，中国企业勇于探索，涌现了许多创新和知识产权保护的生动实践和故事。
Liu Hua said that in the innovation waves and trends, Chinese enterprises have been courageous in exploring and many vivid practices and stories of innovation and IP protection have emerged.

刘华最后强调，产权组织是一座知识财富的金矿，并提供政策平台、注册体系、数据库、合作平台和能力建设等五套金钥匙打开它，鼓励企业使用这五套钥匙为企业发展和经济增长赋能。作为产权组织在中国的延伸，办事处将继续发挥桥梁纽带作用，将继续深耕中国，紧密联系市场、主要攸关方和媒体，走进新一代、新技术和新领军人物和城市，传播中国知识产权的最佳范例，讲好中国知识产权的生动故事，为各方提供更加紧密、及时和优质的服务，助推中国新质生产力的发展，助力中国创新型国家建设。
Liu Hua highlighted WIPO as a treasure trove of knowledge assets, detailing five key resources—policy frameworks, registries, databases, cooperation platforms, and capacity-building initiatives—as vital for enterprises to unlock this wealth. She urged businesses to utilize these tools to foster their growth and contribute to economic expansion. As WIPO’s arm in China, the WOC will act as a crucial bridge, closely linking the market, stakeholders, and media. Embracing new technologies, leaders, and cities, it aims to display China’s IP best practices and stories, offering integrated, timely, and targeted services to propel new quality productivity and aid in building an innovative China.
